If you want to hide all your icons, then do this:

Right click any empty area of the desktop and point to Arrange Icons. Then, UNCHECK the option that says Show Desktop Icons. That will remove all icons from your desktop. You can bring them back by checking that option.

U can do one thing!

Goto: Start -> Run and type regedit and nevigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

In right-side pane, create a new DWORD value: NoViewContextMenu and set its value to 1.

It'll disable the desktop context menu and no1 will be able to access it.

Though its not a proper solution for ur problem but might work as a substitute

To set this for all users, you should navigate to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

However, I dont see how this solution will prevent users from dragging and dropping to change order of icons... So, I dont think this will work...
