Go to Start-> Administrative Tools-> Computer Management-> System Tools-> Local Users and Groups-> Users-> Right Click on right side panel and create a new user.

Then right click the new user and goto Member of Tab...

There there will be a default Users...

There are primarily 3 types of users for local PCs..
:arrow: Administrator
:arrow: Power User - Can install and stuff...
:arrow: User - absolute dummy.(like u and me in digit ;) )

Then Goto Start-> Run-> gpedit.msc

Play around with the settings till you are satisfied (by max. restrictions... :wink:)

Cheers!!!
