How to Get smooth scroll?

Hi can anybody guide me to get smooth scroll in windows 7.

Do you want this in a particular application? Elaborate a bit more.

If you want it for surfing internet. Install the app called *Chromium Wheel Smooth Scroller* from google chrome app store and restart browser.

Put some butter on your mouse. It will be smooth like butter..

i want it for microsoft office and google chrome
and instead of butter i use shoe shiner on my mouse pad
