Hope you can help me. I am new to graphics software and want to edit text on a graphic.The graphic is a website header that I want to modify. I want to be able to change the text without changin the graphic.

Try photoshop, If you have the original graphics in PSD format then it will be very simple to alter the text by changing the text layer. if you have in any other standard format then it will be very difficult to changes but it not impossible.
