You can go for the following sandy bridge config.
Intel i5 2400 @ 9.75k
Asus P8H67 MLE @ 6.5k
Corsair 2x2 GB DDR3 @ 2.4k
Seagate 1TB HDD @ 2.7k
CM Elite 430 @ 2.7k
Corsair 550vx@ 4.5k
Total = 28.55k
Well, I think this sandy bridge processor is better than i7 950 and future proof..
I found the price of mobo and proccy at smc (pre booking started) ..

Buddy if you are going for i5 2500k, then asusp8h67 board is a total waste. H67 boards don't support cpu overclocking so go for a P67 based motherboard.

No point in going for a "K" processor if you have no plans for overclocking. For h67 boards, try non k processors but forget overclocking the cpu.

Thanks for correcting me , vickybat.
@sam2303 : If you wish to do overclocking then go for a P67 motherboard as vickybat suggested..
Gigabyte GA-P67A-UD3R @ 9.9k with i5 2500k will suit for you if you increase your budget a little. But dont know whether this proccy is available in India and its pricing..
I recommend you to wait a little.

its just too odd that even a lil OCing is not achievable on H67 boards
