Help: PC very slow after cleaning, so slow to format with 7/8

hi, as usual i cleaned my PC yesterday and it worked fine until that night. suddenly it switched off and started to reboot in a loop continuously(start-gigabyte logo- reboot)
i switched off ups and turned it and it worked fine got 10minutes and again turned off as before
i got frustrated and went to sleep
today morning i removed battery and set all bios settings

it was slow. i thought it was Kaspersky, so uninstalled it.
i am using 8. still it is same.
so i copied all data to another drive and put my USB drive with 8 installation files. it stuck at windows 8 logo.
so used USB drive with 7. it is slow so much and now somehow it is installing but slowly(from a USB drive and it has not been slow any time)

still installing don't know what is going to happen. pc config in signature.

i didn't know if it is psu related or mobo related.
hdd's are okay checked with seatools dos

> Try to use your HDD in some other PC and boot from your HDD and see if the problem persists.

i cleaned ram with eraser...
win7 installed :) and it is ok but why did it happen?????????
it was even slow when installing 7 from usb drive, it used to install in 10mins but it took 40mins
