Let's see.... (Prices are approximate and will vary from place to place) -

A64 2800+ ..... 5500/- (see comments below)
512MB DDR400 ..... 3500/-
MSI K8MM-ILSR mobo ..... 4400/-
Gfx card - your budget won't cover a 6800, see below.
160GB Seagate Barracuda PATA ..... 4500/-
DVD writer ..... 5000/-
Creative Inspire 2.1 ...... 2100/-
Pinnacle TV tuner ..... 2500/-
Samsung 793MB (17" flat) monitor ..... 7600/-
Keyboard and optical mouse ..... 1000/-
Cabinet + SMPS ...... 1500/-

That eats up your whole budget without the graphics card. The price of a graphics card can fall anywhere between 2500 and 25000/-. You can economise by reducing your config here and there. E.g.,

120GB HDD instead of 160GB ..... 800/- saved
Do you really need a DVD writer ? Get a CD writer and save 3500/-
Will you settle for a Frontech tuner card and save 800/- ?
Creative SBS 370 instead of Inspire ..... save another 800/-
Non-flat monitor ..... save 1700/-

@pimpom: A64 2800+ costs 5.2k, who quoted you that unrealistic rate of 7.4k !! Even transcend 512Mb is under 3K for a 512Mb stick.

@animator21: Dude u cant have such a powerful rig for 40k especially in india ;) Ofcourse you can get the same if get your components from abroad but even then u might have 2 hike your budget 2 say 50K.

@pimpom
**keyboard+optical mouse will cost around 550-600rs.
intex optical mouse costs only rs. 250. Logitech/microsoft will cost rs. 400+
Ordinary keyboard rs. 150 (logitech)
multimedia keyboard rs. 300+

** DVD writer
sony 720b rs. 4300
benq 1620 rs. 4200

so the price may be atleast 1.5k less than what u have quoted.

@blade_runner: Yep, that was purely absent-mindedness on my part. The 7.4k was for a 3000+, my dealer quoted 5.5k for a 2800+. Thanks for pointing it out.

@drgrudge: Yes, there are entry-level keyboards and optical mice for around 200 - 300 each. But I quoted a round figure of 1k because the OP wanted to have a fairly good system, and the better MM keyboards and optical mice cost around 500 or more each.

Also, as someone else pointed out in another thread, the majority of buyers do not have access to the best places in Lamington Road, and it's more realistic to quote prices that can be expected in the average large city. E.g., I bought a Liteon DVD writer for 4.6k last week, but some places still sell it for as much as 5.5k.

One way to buy at a lower price is to do it without involving a cash memo or a formal warranty, but this is not advisable unless you're a regular customer at a particular shop and have an understanding with the owner.

Get a 3000+ with a good board from ASUS or MSI only.
U could get an XFX 6600 256 non GT model fro around 9000 which is definitely a good card for the price.
U wont get a TFT for this as it alone costs around 20k for a good 17".
Go for a CRT:why a TFT?

I would suggest u to go for SATA SP1216 HDD (160GB) from samsung. It's cheap and a pretty good performer. I have two of these drives configured in RAID-0 and boy it's fast. But even on a standalone config. it's fast enough and cheaper than barracudas and much cleaner cables coz it's SATA.
