At 8k, you are having a single option. ATI HD 5750 1 GB GDDR5. At a resolution of 1366X768, its performance will be satisfactory, but cannot be sure about the 2 Yrs thing. My suggestion is increase the budget to 9k and get a Biostar HD 5770, which will be a much better option, if your friend is not upgrading frequently.

Here goes the price

MSI HD5750 1GB GDDR5 @ 8.2K
Biostar HD5770 1GB GDDR5 @ 8.7k

for non HD gaming, get these: any HD5670 based card, preferably Sapphire HD5670 512Mb. its hard to find, but worth if u able get your hands on it. for PSU, get a FSP Saga II 400W. Saga II 350W will suffice too, but 400W will be better.

HD5670: 5.2k
Saga II 400W: 2.1k

else get the 1Gb version. but hardly any performance difference between 512Mb & 1Gb version.

Biostar is a new player in the GPU market and having good reviews till now. Their cooler design is good. MSI card will be priced at 9.6k. So at a budget you can go for BIOSTAR.

Well, then little bit of tech talk then.

Unlike CPU which is having a complex processing unit, a GPU or graphics processing Unit comprises of very simple but large number of processing units, called Stream processors. These stream processors perform all the 3D rendering job in parallel to each others, hence provide very high performance.
So more the number of Stream processors, more performance you can expect from the Graphics card (Keeping other constrains like memory speed, bus width same).

Now HD 5770 is having 800 Stream processors or 160, 5 dimensional stream processors (In ATI cards, 5 stream processors are coupled in a single unit, to process a single thread), whereas HD 5750 is having 720 or 144, 5 dimensional Stream processors. Other constrains like RAM (both are having 1 GB GDDR5 memory) and memory Bus (128 bit for both)
So ATI 5770 is better performer than HD 5750 due to its higher stream processor count.

not new exactly. they have been in graphics market for quite sometime but Nvidia exclusive only & also they don't have a range like Asus/Gigabyte/XFX/Sapphire, etc. so many considers biostar new player in the graphics market.
