Good and Basic Server Configuration for 15k!

Hi friend!
I want a good/basic server configuration which can fulfill my basic server needs.I want to run my blog on this server.So please give me the good configuration for it.
My budget is 15,000 or less. I cant afford money.So please help me with this.
It may be a tower,rack server.
Or may be even a PC config which suites for server.
I just want the CPU/SERVER configuration.no additional details required. I hope this forum will help me to get out of this problem.Thank you very much.

Wont it be better if you find a good host rather than hosting yourself? Imo it will be.
That said you will need to find a suitable ISP with a static IP.
So buying a hosting plan or using free hosting when you start up will be best

Friend, Actually i wanna learn everything myself [including this]
that's why i wanna get my own server.
It's not a troublesome matter for me to go for hosting.
The reason i need my own server is, learning to fix the problem myself.
That blog itself not gonna be very serious,its just a hobby.
So please give me a config.
I hope you understand my problem.
My internet speed is 10Mbps FTTH connection by BSNL.
I do have static ip.
So please just help me.
I believe that this forum will help me.

I'm not sure but AFAIK you can config any PC with server OS (Linux or Windows or anything) and do it. But if you want a proper server board & cpu your budget will be way short. Server class CPU (opteron or xeon) itself costs 15000+ (are there any cheaper ones I think other members can comment better on components).

If you want a 24x7 running PC why not try an Intel ATOM based board? There are models available with board and processor. Or you can opt for AMD CPU with a uATX board
