dell s2240l is different from many monitors as it is ips and has very good quality. this is monitor will be really good if you are a hardcore gamer. dont cut on it.
if you have increased your budget, then get r9 270x at around 15.5k(not 270).
for intel you have to get i5 4430 - 12.5k and gigabyte b85m d3h - 5.7k which is out of budget though but better. also intel cpus are not compatible with 990 mobo.

Ok take it seperately

[Fx 6300 or Fx 8320] with 990 Mobo with R7 270 is possible
Intel Cpu with R7 270 is possible or not?In my budget.

Or just cut down on Gpu (not by much) then get a Fx 8320 or intel will be better?

I will do overclocking:lol:

get 270X ,not the inferior 270.
if you can get fx 8320 without cutting on anything, it is better. fx 6300 can be overclocked. but then i would suggest asus m5 a 97 evo r2.0 mobo for 8k for nice overclocks. antec vp450p may not be enough. you may need to go for antec vp550p at 3.5k locally.again, you will need a cpu cooler like hyper 212 evo costs 3k now for overclocking. last but not least, you need a better cabinet to accommodate a cooler like 212 evo :D :p
so it is better you stick to the suggested rig.

cuttting down on a gpu is a bad idea as far as a hardcore gamer is concerned.

But this PSU and Mobo cannot allow me to overclock with Fx 6300 'the rijinpk1 one

you can overclock with gigabyte 970a ds3 or ds3p ,but may have to settle down to 4.3ghz or even lower due to vrm limitations. the psu may be insufficient. that is why you need to go for antec vp550p. you need a good cooler though.

i think you will regret later for wrong choice of monitor. you wont even get a good 18.5" one for 5k. lower resolution and small screen size may reduce your gaming experience as you have already mentioned that you are a hardcore gamer. anyway it is your choice and it is upto you..
for cpu + mobo, get i5 4440-12.7k and giagbyte b85m-d3h- -5.7k. do not go for 3450.

At what price you are getting that i5? Try to get a 4th Generation Processor which is the current standard.

Why going with an older gen chip, Haswell i5s are also available at the same price?
