1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Mainly Gaming. Photoshop CS6, FIFA 14, GTA 5(if it comes for PC), Watch Dogs, Batman Arkham Origins.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: at most 60K

3. Planning to overclock?
Ans: Maybe, but might do it after some time if need be.

4. Which Operating System are you planning to use?
Ans: Windows 8 64 bit

5. How much hard drive space is needed?
Ans: 2TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, preferably 22” supporting Full HD.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: None. I’ll buy everything.

8. When are you planning to buy the system?
Ans: Next week. Before 14th Oct.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Assembler

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Delhi, planning to buy everything from Nehru Place

11. Anything else which you would like to say?

So is it worth waiting for the new AMD GPUs or to go with the nvidia gtx 760 suggested above? Is there a drastic improvement in performance?
I am asking this because I was planning to buy the machine next week.

^^ 760Amp in 20K budget is best bet for u e, there wont be any drastic performance boost in that price bracket for newer AMD cards too, the next best hawaii card will be a rebranded 7970 with higher clocks, exceeds your budget.

If I go for FX 8350 CPU, which motherboard would you suggest?
And I think a 20K GPU might overshoot my budget, would GTX 650Ti Boost 2GB GDDR5(13K) be able to handle these games at high settings? Any other Graphics card that you can suggest?
Also suggest which UPS to buy and mention the cost.

This is the config I'm considering, please suggest changes:

AMD FX 8350 - 12.5K
Asus M5A97 EVO R2.0 - 8.1K
GSkill RipjawsX 2x4GB - 5K
Seagate 2TB - 6K
Dell S2240L - 8.7K
Seasonic S12II 520W - 4.2K
NZXT Gamma - 2.3K
ASUS Optical Drive - 1K
Logitech KB+Mouse Combo ~ 1K
Speakers (Creative) ~ 2K

GPU: Zotac GTX 650Ti Boost 2GB ~ 12-13K

Assuming UPS ~ 2.5K

Total: 66-67K, can't exceed this.

So if go for FX 6300 and save 7K as suggested, what would be a better option: HD7870 or GTX 760?
