There is no need of an 850w psu. TX650V2 would be the best choice.

Im going for 4 sticks of RAM as ATX mobo's have 4 memory slots

16 gb RAM is not needed buddy. 12 GB is hell too much. Games just use 3-4 gb. It is not necessary that you install RAM in all the slots. Your mobo would be having 1-2 pci e slots, 1-2 pci-ex16 slots, so would you install a card in each of them just for the sake of filling them. Buy 2 sticks of 4 gb and run them in dual channel.
Moreover I'd say that save a bit on keyboard and mouse and get a HD 7870. At full hd resolution, a graphics card plays major part. Instead of spending 10k on just keyboard and mouse, buy Razer cyclosa bundle for 2.5k.
