1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: 1080p GAMING !! All the latest high end games.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 40k fixed budget!

3. Planning to overclock?
Ans: No. Neither gpu nor cpu.

4. Which Operating System are you planning to use?
Ans: No need to purchase OS. I already have.

5. How much hard drive space is needed?
Ans: 1TB or 1.5TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: No, I already have 1080p monitor.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, mouse and speakers.

8. When are you planning to buy the system?
Ans: As soon as possible.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: No, but we know a guy who can.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: New Delhi, yes, I prefer the cheapest price thats why I am preferring nehru place, new delhi.

11. Anything else which you would like to say?
Help me to build a gaming rig for 40k in delhi nehru place rates. Everything is need under 40k except the monitor. Intel ivy bridge core-i5 processor and asus mobo is preferable. Will compromise for cheap PSU and cabinet but need best GPU in this budget.

The config exceeds your budget by a bit.Local prices of hd7850 should be lower than quoted.

ivy bridge core i5 3450 is priced for 10500 + taxes. what mobo would be the best for this? i personally prefer asus mobos.

Sapphire HD 7850 is priced for 14500 + taxes here. how much taxes would be added?

at current going 5 to 5.5%. which comes around 700 for gfx card -- not bad :)
mobo vkl suggested is for 3rd gen proccy so it will go well with core i5 3450 as well. Do not go any lower than that as it will be bad. If not available in local market then order from Flipkart.
only other suggestion beside vkl would be try to have at least 8GB of RAM, with the level of multitasking we do 4GB is very less.

if you are open to credit card payment then pick the components from flipkart to put in EMI, it will lessen the burden and give you some bandwidth
and if you have to stick to the limits you will go down to 7770 in around 10K.

I prefer asus mobo. Is there any asus model to compete with gigabyte GA-B75M-D3H? I live in delhi and here the prices are really cheap i5 3450 is priced 11k included taxes. flipkart prices are very much expensive or say overpriced i5 3450 is of 11,872

Asus P8B75M LE is available for 5.9k.The only advantage it has over Gigabyte GA-B75M-D3H is that it has LucidLogix Virtu support.
With the help of Virtu you can use Intel Quick sync(Intel's video transcoding engine) in the supported applications while using dGPU.

Flipkart prices are on high end, but RAM, optical drive these may be in range. there are not many B75 boards available in market. Asus board does not provide much better feature spec.
Only addition is LucidLogix Virtu and max RAM supported brought down to 16GB
