Any one who is having 9600GT can run the game on the maximum graphics settings. The question is how many frames per seconds 9600GT can render on 1440x900 resolution.
I suggest you to download the demo before buying the game.
As far as I know 9600GT is powerful enough the run all the latest games on highest settings except for Crysis.
