ur statement is nothing short of an order ... pls rephrase it next time


now for ur question
u can lock ur folders in diff ways
--> create an admin acc.. rgth click folder u want.. got to sharing and security.. just make the folder private.
--> diff s/w u can use are folderlock, cryptainerLE,winzip(ya zip ur folders and password protect it),magic folders..etc.. google ur query

--> u can use the efs feature of xp.. but if u forget ur password u will never be able to open that file again so i wouldnt recommend it

EFS is Encrypting file system...

Introduction to using Encrypting File System

Encrypting File System (EFS) allows users to store their on-disk data in encrypted format. 

Encryption is the process of converting data into a format that cannot be read by another user. Once a user has encrypted a file, the file automatically remains encrypted whenever the file is stored on disk. 

Decryption is the process of converting data from encrypted format back to its original format. Once a user has decrypted a file, the file remains decrypted whenever the file is stored on disk. 

EFS provides the following features: 

Users can encrypt their files when storing them on disk. Encryption is as easy as selecting a check box in the file's Properties dialog box. 
Accessing encrypted files is fast and easy. Users see their data in plain text when accessing the data from disk. 
Encryption of data is accomplished automatically, and is completely transparent to the user. 
Users can actively decrypt a file by clearing the Encryption check box on the file's Properties dialog box. 
Administrators can recover data that was encrypted by another user. This ensures that data is accessible if the user that encrypted the data is no longer available or has lost their private key. 

EFS only encrypts data when it is stored on disk. To encrypt data as it is transported over a TCP/IP network, two optional features are available--Internet Protocol security (IPSec) and PPTP encryption.

In short in multiple user environment with NTFS you can protect your data from others..

if u have an NTFS partition then do it in the XP way like walking_techie said. it is the best & fast method. You might need to disable the Simple filesharing option for this.
uncheck Tools->Folder Options->View->Use Simple File Sharing.

If u already have an NTFS partition then use that as ur private folder/drive. otherwise format one drive using the NTFS.

Now the softwares u requested. (Some of them (infact most of them) just protects it in the windows OS. so if some one is wise enought they can open it using DOS)

or make search in google with key words folder lock xp , folder hide xp etc. this will definitly bring u results.

Encrypting takes time and thus is not good if u want to store big video files etc. so no EFS.

if u r very particular then use softwares like Steganos Security Suit (try searching google with the same name if u want it). it can create an encrypted drive (without creating the drive physically). everything stored in the disk will be encrypted. so no one can access it.
