what software can i use to open a file with .cbr extension?

This is probably a Comic Book Archive and you should be able to open it with WinRar which you can find here (direct link to file):

if u already have winrar try changing the file extension to .rar...
if tat dosn work it might be a CDisplay file...download CDisplay and try

Yes its a Comic Reading Software... You can simply Change the extention to Rar from CBR and extract all Jpgs in a folder. Alternatively you can download CDisplayX (A comic reading software better then CDisplay 
) from here :

You can creating your own CBRs by Making a RAR archieve containing only JPGs and renaming extention to CBR...
(If you encounter a CBZ file.. Like RAR Its a ZIP file renamed to CBZ)
