I have a WB external hard drive(1 TB).
After I run the defrag with tuneup utility I cannot access it any more.
My laptop is not detecting it.

I am sorry to hear about it. I’d like to check with you, after connected the HDD, is the LED light blinking? Do you feel any vibration from the HDD? Have you had any success plugging in other USB devices to the same computer? Have you checked for any loose connections/cables?
For the meantime, I suggest you some basic troubleshooting steps that may help you to solve the issue.
To check if it's hardware or software issue.
- Try to connect with different USB ports with the same computer.
- Change the USB cable (USB 3.0).
- Try a different disk to make sure that the problem is with the computer and not with the original disk.
- Try to connect with another USB 3.0 device to test on the port, just to make sure its a driver issue.
- Check and update drivers in device manager.
