since u want CDMA + GSM, the only option left for u is HTC Desire VC under 20k

but, looking at the specs, it doesn't seem to support for 3G speed over GSM but over CDMA i guess..check before purchasing..

HTC Desire SV is good and comes with a S4 chipset.But if i am not wrong its a GSM+GSM device.

Desire VC is the best option I think but unfortunately it doesn't support 3G on gsm.

If u can wait for a while, and sacrifice CDMA thought, den samsung galaxy GRAND is the one made for u..
Has a wonderfuls specs for ~20k
all ur multimedia needs satisfied, dual sim as well and full HD support
just the resolution is a bit low, but yet very good and that isnt a concern in ur case
just check out the specs and if possible try it out in a store..
