Dual-sim mobile with good camera clarity!

Right off the assembly line
Hi!
I’m looking for a Dual-sim mobile with excellent camera picture quality;rather than camera resolution (MP) the picture clarity-detailing is more important for me. My budget is 16-18K. I have zeroed in on Panasonic P51. The other option is Xperia C –presently beyond my budget.
I’m open for Indian brand if the camera quality is outstanding.
Kindly Suggest.

In the zone
Galaxy Grand Duos. it may fall far behind other handsets in terms of raw performance and the screen also is cramped with low resolution, but its camera is the best you can get from an android under 20K.

Any idea about camera quality of Lenovo S820?
or shud i wait for samsung grand 2 which is going to be launched soon?
