In addition to the reasons that you already brought up (DLC, micro-transactions), I think many AAA FPS developers/publishers don't even really want communities to form around each iteration of their games.
Why? Because it might cause less people to buy the next iteration of their game each year. If you give people less reasons to stick with your old game, they're more likely to move on and buy your new one.

Yes, most games don't have the sense of community you could have by running a dedicated server. I loved frequenting the same favorite servers and getting to know the regulars and the local clan. The trend of not offering this option will continue on with only a few exceptions.
