Disabling the use of USB storage devices in Windows XP

I need a solution not involving 3rd party software to disable usb storage devices in windows XP, all I could find out is it can be done by doing something with usbstor.dll and usbscan.sys but I couldn't find out how exactly, if someone could help I would be very grateful.......
