Decreasing Broadband Speed

Hello Friends,
I am using MTNL broadband and now i have switched from p3 to Core2Duo as computer speed has increased and also i am running the adsl router via lan (previously via usb 1.x) so data download speed has increased so the consumption.
Now i wanna know is there some software to limit the broadband speed to say 10kbs or as per wish

AFAIK .. Its not possible.
U can only limit your usage.

I think FDM had an option to limit download speed. But browsing speed can't be limited.
