16 gigi ram gskill sniper
i want a cpu cooler for about 5k....so please suggest

For Air Cooler, you can opt for DeepCool Gamer Storm @ 4K or Noctua NH-U12DO A3 CPU Cooler at the same price.

I would suggest a Corsair A70 with two PWM fans,since Noctua is a hard find and the Corsair A70 is almost at par at a far lower price.

If you look at the Bottom of the Chart you will find that its just a 1C difference .

So are the benchmarks performed with or without the fan in this cooler?

A heatsink isnt of much use without a fan.
Tests can be conducted with stock fan (for evo ) and then a common fan for all.

In that test it is fitted with two Noctua NF-P12 fans.Look closely at the chart.We dont suggest the Thermalright because its available in a very very limitid quantity and is only available with Prime ABGB. Secondly it costs Rs 3000 and then minimum Rs1000 for two fans + shipping = Rs 4300+.Hence the EVO.

And if you want those Noctua Fans they cost $18/24 in the US and that the cheapest price for those fans.
