Configuration for a General Purpose PC

Looking for configurations for a friend:

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Word, Excel, internet surfing, listening music, watching full hd movies and video clips, at times photoshop & a little video editing (not frequently). also some zynga games like farmville.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 30000

3. Planning to overclock?
Ans: NO

4. Which Operating System are you planning to use?
Ans: Windows 7 / 8.1 / Ubuntu / LinuxMint

5. How much hard drive space is needed?
Ans: 1TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: 22 / 24 inch. full HD.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: 160gb sata hdd, Keyboard & Mouse (will buy a simple one from any brand as no gaming requirement)

8. When are you planning to buy the system?
Ans: expected in a month

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: No. ( user has not built but i have built and am going to build it for him with an assembler known to me since long)

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Lucknow. No. Will ask him to consider. (reluctant due to ASS issue)

11. Anything else which you would like to say?
Ans: Want to build it around Fourth Generation i3 (i think that will be sufficient and will last 3-4 years as per the current need). Thinking of getting 8 gb RAM (4gb X 2 or 8gb X 1 and later add another 8gb - user's suggestion)

UPS will be bought separately. expected is APC 600VA and if budget possible i will suggest APC 1100VA.

8GB RAM will be a waste for those tasks.

ASHISH65's rig is fine. Try to get WD Black 1TB if possible, it'll definitely boost the experience.

i have one seagate 7200rpm 160gb hdd that i have given to him. os will be on it and the 1tb is for data storage.

300watt psu ok? what if the user decides to add a graphics card later?

1600 MHz is ok (will it be fully utilised by i3)? or 1600 MHz will be all right? (sorry i am a little out of touch with chipsets etc.)

any other monitor options?

tessearct if can get hold of it. it is asus b85m G and not d3h. also it is above 6k. gigabyte one may be available for 5.2k-5.5k. that ram is costly. you may get better deals locally.

Asus b85m g is 5940 at flipkart and Gigabyte around 5600. which board is better? i think Gigabyte has 7.1 audio.

Except Tesseract, everything will be available locally and most probably i will get cheaper prices as someone known to me since long is a distributor of all these products. i had talks with the main distributor of corsair in the city regarding RAM and PSU in the past and got good deals.

Which RAM I should get? 1600MHZ or 1333MHZ? will i3 + b85 / i5 + b85 support 1600MHZ?
