AMD Athlon II X4 635 @ 4.6k [4 core processor]
Gigabyte GA-880GM-UD2H @ 4.4k [has good integrated graphics]
2GB Kingston/Gskill 1333Mhz DDR3 RAM @ 1.5k
500GB WD Caviar Blue @ 1.7k
LG DVD Writer @ 0.9k
Cooler Master Elite 310 @ 1.5k
FSP Saga II 350w PSU @ 1.5k [very important]
Logitech Keyboard + Mouse combo @ 0.5k
Altec Lansing VS2621 @ 1.5k
Dell S1909W 18.5" monitor @ 6.5k
APC 600VA UPS @ 2k

Total - 26.5k.

A better overall performer than your configuration.

Avoid crap PSUs from the likes of iBall, Cooler Master, Zebronics etc.
AMD Athlon II X4 635 is the best processor in your budget.
Moreover, it's motherboard has better integrated graphics than your Intel combo. So, if you are planning to run some games, they'll run better.
There is hardly a difference of 100 ruppes in the price of a 250GB Hard Disk and 500GB Hard Disk.
You can fit my config in 25k by going for a local cabinet, but only go for the PSU which I have mentioned. It is necessary.

I don't think compromising PSU is a good option for long term. Rather than get a A.O.C. 19" TFT display (Res: 1440X900) with street price of 5.5 yo 5.7K. It will bring everything within your budget.
This A.O.C display is really great as my friend is using it for last 2 years.
