command line tools for windows?

Calling all command line lovers!

Me is looking for sites/communities/forums dedicated to command-line tools on the windows platform. As I am switching from ubuntu to windows(for the time being)

BUt I can't seem to find the command-line tools that I am looking for.

Specifically I am looking for these apps:
1.kdialog(pops up a gui box with custom message)
2. play wav files from command line
3. conversion tools ( flv to avi, stf to txt. rm to mp3 etc etc.)
4. Tabbed terminal with cygwin support.
5. burning/blanking cds.

The thing is most things that could be done in linux with a lingle line of text, seems to need a full-blown gui shareware app in windows :(.

All this combined with cygwin and zsh should give me a satisfactory linux like experience

Thanks a lot dude, but I found one. A simple Autohotkey script does the job. Though I have difficulty having cygwin run it as an executable.

well I tried one, but it gave "unsupported format" messages with all the wav files that I threw at it.

Mpxplay - audio player. Download one for dos.

THis looked really good, but this also crashed :( . Can anyone confirm this?
