Can iphone 5s be unlocked in india?

Hi!A friend of mine wants to buy iphone 5s but it is priced very high in India. One of my cousins is coming back to India in a few weeks. So my question, is it possible(and logical) to unlock the on contract AT&T iphone 5s. If so , will it have any legal consequences for my cousin?Suggestions?Any alternate advice?(other than buy in India, NOT POSSIBLE!)

Can it be unlocked in India: Hell yes!!!
Will there be legal consequences on your cousin: Unlikely for the network to trace that a non network sim is being used with the phone. So not an issue.
However, you should avoid any software updates once the phone is unlocked. If you try to update it, the OS will detect and lock the phone back to the original carrier settings.
