Budget PC Under 35k

So my friend is getting a new PC, and he needs help regarding the config.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:Applications : Photoshop, Lightroom and After Effects.
Games : Battlefield 3/4, Skyrim, COD Ghosts, NFS 2012, Saints Row IV, Crysis 3. (He is a light gamer, but wishes to be able to play all the recent games at at-least mid/high settings)

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:35k, 2-3k can be extended if required.

3. Planning to overclock?
Ans:Not really, he's a noob so I guess not.

4. Which Operating System are you planning to use?
Ans:Windows 7

5. How much hard drive space is needed?
Ans:500gb would do, the performance is more important.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: 20 inches and above, HD.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?

8. When are you planning to buy the system?
Ans:Before 20th December

9. Have you ever built a desktop before or will this be done by an assembler?
Ans:Assembler would be doing the job.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans:Locally, Kota (Rajasthan).

11. Anything else which you would like to say?
Ans:No

I would suggest to get a local cabinet instead of Gamma and invest the remaining cash in a full HD monitor like Dell S2240L.

Ashish this rig is going way out of budget since the market price is nowhere close to what you have mentioned.

i3 3220 is lower than FX 6300 and current a10 apus in processing power but it not at all insufficient. I myself use a 2nd gen i3.
Also, performance of HD7790 will be much better than A10 7770k.
