KOLKATA: The telecom department (DoT) has for the first time set a cutoff date—July 31, 2015—for concluding the much discussed merger of struggling state-run telecom companies, Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd.

In a presentation to Prime Minister Narendra Modi, seen by ET, DoT said it expects to "secure Cabinet approval for the proposed BSNL-MTNL merger by June 30 next year".

Towards this, it plans to wrap up merger consultations with the unions of BSNL and MTNL by March 31, 2015, and circulate a draft Cabinet note for inter-ministerial consultations by April 30 next year. MTNL runs telecom services in Delhi and Mumbai while BSNL offers telecom coverage in the rest of India.

In the run-up to the proposed merger, DoT has set additional deadlines for concluding pending organisational restructuring initiatives in both the telcos. For instance, it has set a December 31, 2014, deadline for hiving off BSNL's mobile towers into a wholly-owned arm and also monetising BSNL and MTNL's property holdings to unlock value for their survival, the minutes of DoT's presentation show.

BSNL has 61,622 mobile towers, the second largest tower portfolio among all telcos. A sizeable chunk of its tower assets are colocated with landline exchanges to meet business needs.

BSNL and MTNL have an infrastructure-sharing pact for providing joint services to companies. They share assets such as buildings, mobile masts and international longdistance phone networks to service mostly enterprise customers.

DoT's presentation to the prime minister on the BSNL-MTNL merger road map comes at a time when the Narendra Modi government is trying to revive the two financially stressed telcos, which continue to reel under hefty losses. MTNL posted a Rs 733.2 crore net loss in the quarter to June, while BSNL incurred a Rs 7,085 crore loss in 2013-14.

Could we dream of increase in bandwidth?????????????????????????????????

Just switch to local ISPs... Don't expect anything from any "NL"
And just like DTH services prey to God for stopping all the natural calamities like rain, thunderstorm etc.

Anyway, this news gives me hope again, I am hoping for past two years now. WOW!

Good news for corporate, as end users I don't see any benefits other than maybe a unified tariff system (which can roll both ways - higher OR lower bandwidths). I think they are planning to separate the mobile section and the land-line section, maybe then we'll have better (wired) broadband?

specifically, MTNL has a provision

Existing Broadband Customers can continue in their existing plan or migrate to new plan of their choice.

This allows users to continue using non FUP, unlimited plans

Unlimited Plans - MTNL Mumbai

wondering if we have only a few months for that provision to remain in effect

MTNL is totally better than BSNL any given day i feel, esp. with regards to plans & tariffs (and atleast for me, in service too, absolutely better than any pvt./local ISP here as well). the most dense apprehension is/should be about what could be the policies post the merger. in an 'ideal' merger, the best practices of all the merging parties are retained. MTNL users (esp. from Mumbai) can/should bank their hopes on this. however, since BSNL is a much bigger player than MTNL, what we should pray for is that BSNL policies, work-culture (if any) & (mis)management don't seep in & obscure MTNL's. i seem to recall reading somewhere, a few days back, don't know where, that the merger is not likely to affect usual customers/home-users, atleast in a big way, than companies and corporate-houses and such. all-in-all, would just sincerely pray for the well-being of MTNL and its customers, that the outcome indeed comes out good for everyone, and that BSNL's poor policies don't mar its dual-circle sibling's (and if BSNL OTOH can/get to imbibe & incorporate better and vigorous practices in the deal, then that would be something!).

Just an illusion my friend ... after what BSNL has done with it's customers I can't rely on those fancy words anymore. BSNL just changed plans without any user / consumer consent and then added up all the surprise bill amounts.

yes, heard horror stories about BSNL corporate culture
MTNL is not like that, they actually find a way to give their users a good service, and not just sit and take bribes

So BSNL have more connectivity than MTNL so BSNL has upper hand, so MTNL cant do anything after merger

Surprisingly, all people want is making the 512kbps barrier into 1Mbps. I think 99% of the broadband community demand this more than anything else. I have plans from both local and national ISPs that range from 600/- to 4500/- a month of which all defaults to 512kbps JUST BECAUSE the TRAI definition for broadband is minimum 512kbps. I really wish people knew more about contention ratios and IP sharing since they are the most crucial part when it comes to corporate internet (which rolls out ~12k per month for 12Mbps down 4Mbps up 1:5 no-limit static IP).
