Black horizontal lines hovering all over my laptop

Hi , recently i did installed a fresh windows 7 on my laptop, I did installed all the drivers.But now i am facing a problem that sometime few horizontal black lines come on laptop and blinks everywhere suddenly.Sometime these lines come and go after few seconds.And sometime these lines stays.
I think this is a driver problem, probably can be related to my gpu,but can you tell me what could be the issue.
Any thoughts on it?

take a screenshot when plan lines appearing on screen and save it.

when lines are gone, view it.

i am afraid u will have to do it urself.

if picture is clean, it monitor issue. else its gfx, u will have to go through cycles of install and uninstalls in search of the perfect driver.

but if it fails, u may have to mentally prepare urself to throw it out through the window sooner or a little later.
