Although I did not get a dedicated bitrate-specific search engine, I found something close. It is dBPOWERAMP (a sw that I had been using since long but I knew not about about this feature). It lets you sort filez according to the bitrate in which they have been encoded. You can enable this feature by doing the following.
In Windoze Explorer open the folder in which your audio file(s) is/are kept. Then go to view menu and select the 'choose column' option.

Over there you shall find the option of showing the bitrate. Select that and u shall now be able to view the bitrate without having to run the file and sort the filez according to the bitrate.
