If you are a low sensitivity player you will find small size pad inadequate. I bought the small size goliathus first and then i had to buy another pad just coz of that.
As for mouse, both deathadder and g400(read mx518) are great but i find deathadder ergonomically a little better for right handed ppl. Had your budget been slightly on the upper side, lets say 3500, then i would have suggested steelseries kana or kinzu v2 pro. But i repeat both g400 and deathadder are great. Deathadder is ergonomically much more comfortable but on the other hand you have got logitech's after sale services with g400. So take your pick

Go for control edition, as the name suggests it gives you better control. Speed edition if for High sensitivity players coz it tends to resist when you try to move your mouse too quickly which suits high sensitivity players. on the other hand you can make big leaps with your mouse on control edition without any resistance whatsoever. again take your pick
