Ans. I want to do development as well as gaming
Titanium octane plus will be good for gaming but most(nearly all) games dont use that many cores and i dont know whether i will ever be able to use all cores? Also rom porting is rare so don't recommend the device
LG L90 is the all round best for me but Abby other recommendations are also accepted

Also I can wait a while like 1 month is there are any better devices

LG L90 seems good for your purpose.
If You take Xperia SP also seems good.
But some more percent increase on your budget is required.

i initially had 15k in my mind but extended till 17k for l90
also isnt sp dual core+hd? so it can lower my fps in games
also its a bit old

I know it's good but the little problem is that i hate soft virtual keys and like capatative keys cuz soft keys occupy 0.2-0.3inch of the screen and is also waste of pixels

you can save some cash going for Moto G 16GB. just a bit smaller display than L90 other than that matches it completely. L90's pricing is good enough but Moto G makes everything look overpriced.

PS: with Android 4.4, Google introduced Immersive mode hiding the status bar & navigation keys when unused. So you'll get back those 02-0.3" of space while watching a movie or browsing full screen.

if you want to develop roms/kernels as such try getting a used nexus 4. people are selling it for around 15-17k on ebay.

you need to understand that gaming is not dependent on CPU and no of cores at all.. Gaming is dependent on GPU .. The more powerful the GPU the better it is..just that The CPU should not be bottleneck which does not happen in mobiles..

you also need to Keep in check with the resolution
so always loo for onscreen performance

out of those the best gaming device in order of performance is

1) Xperia SP

2)Xperia M/L

3)Lg L90/Xperia M2/Lg G2 Mini

4) Moto G/Grand 2

BTW Xperia SP has the Fastest CPU from all of the above options.. don't believe those stupid antutu benchmarks..

For development purposes go with snapdragon because of better worldwide community and support

Xperia SP fits your requirement perfectly..

the new models that are being released are comming with Adreno 305 which is a much weaker GPU than last year's phones... hence Last year phones are much more powerful than this year in mid Range.. Blame Qualcomm for this..
