1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Primary net browsing , light document editing for office work and ya could be used to host dedicated game servers.......
The PC will be open 24x7

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 30k-40k

3. Planning to overclock?
Ans: not in this budget

4. Which Operating System are you planning to use?
Ans: preferably 64bit win 7/8.1

5. How much hard drive space is needed?
Ans: Atleast 1TB

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes, size >=22 inches

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: have to buy everything from scratch

8. When are you planning to buy the system?
Ans: in two months (could take longer)

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: IDK why this question is relevant but yes a rig before.....

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Bnagalore , open to online purchases if prices are cheaper than offline

11. Anything else which you would like to say?
Ans: Basically this rig will be for my parents the laptop my father was using is almost unusable and he is very fond of using my existing rig which becomes a problem when i have to use it.
I would prefer an amd fx based rig if that is more VFM now and it won't hurt to have high processing power at hand if possible in the budget.......

It would be better if you post 15 days prior of purchading the rig. In two months there might be a lot of price changes since the rupee is tightning up and gold prices falling. My advise would be, wait.

IDK if a GPU is needed so suggesting a rig without GPU,

i5 4440 ~12k
Gigabyte B85M D3H ~5k
Kingston HyperXBlu 4GB x2 ~5k
Antec 450p ~ 2.5k
CM N300 ~3.5k
1TB WD Blue ~3.8k
Dell S2240L ~ 8k

get a Sandisk 32GB SSD if you want faster boot up.

And if a GPU is needed, follow bavusani 's rig, just replace the CPU with FX 6300.

basically there are two options in this price range:amd fx6300+graphics card OR intel core i5 without graphics card.rest components are pretty much same except for mobo.

yeah things might get much different then but for now whitestar_999 has stated the clear choices.
If you don't require the gpu for gaming on that pc or other works then can look towards i5

don't waste your money on FX4300,at least get FX6300.intel i5 based config has more processing power & if you don't play games then it is overall better.

considering you wont be playing any games and this pc will run 24 X 7, let me suggest to go with i5 config. its integrated gpu is enough for older games and normal applications. i5 has more processing power than fx 4300.

If you don't need a GPU then go with this as this has more performance per core than AMD.

Intel Core i5 4440 -12000,
Gigabyte B85M D3H -5500,
Corsair Vengeance 8GB (4GBx2) -5200,
Antec VP450P -2600,
Cooler Master N200 -3000,
WD Caviar Blue 1TB -3800,
Dell S2240L LED IPS 22" -8200.
TOTAL -40,300.

Any idea how much fx 8350 based config will cost ....

around 5k more than the i5 rig, if you buy a decent mobo like Asus M5A97 R2.0 + a GT 630 or around 3k more if you get Gigabyte DS3P 970A + GT630.
My vote still goes for i5 config.
