look for combo deals on h61/h81 motherboard+intel 3rd/4th gen i5 cpu+DDR3 RAM at your local hardware stores-many hardware retailers at my place are offering complete setups (with monitor+ups etc) based on aforesaid configs within 10-15k. It will be a better deal overall than spending 20k on upgrading an older athlon based build which is unlikely to last very long.
Intel based cpus tend to work well with windows 10 and even 11 (even though cpus older than 8th gen aren't officially supported by win 11)-i am using a similar setup as my daily driver and it runs win 11 and all other productivity apps(including IDEs like vscode,pycharm etc) just fine. Also these peripherals are quite cheap and thus are easily replaceable in case anything malfunctions later.Get 16gb of ram if you are planning on multitasking heavily.
To ensure durability get a branded 450w psu from a reputable manufacturer such as CM/Corsair etc which will help prolong the life of your peripherals significantly .
