Are 720p UpScaled DVDRips any good?

Hey guys.. had a big doubt..

Do 720p UpScaled DVDRips have quality anywhere near to a blu-Ray rip?

and if i connect my HDMI enabled LG DVD player using HDMI for DVD Video upscaling, will i find any improvement in the picture quality?

I think, you will find an improvement in the picture quality, but not anywhere near to a Blu-ray RIP.
