Recently, in my office an offer was thrown to me to give the spec of the computer i need...the budget being 40k

i decided the following

1) intel core i5-650, 3.2 ghz
2) ----
3) Asus ATI HD 6450 DDR3 1GB graphics
4) CorsairXMS3 4gb (2x2) 1600mHZ DDR3 ram
5) 500gb 3.5" sata hdd 7200 rpm
6) Acer S201HL 20" or 21" monitor
7) ATX cabinet
8) Dual layer dvd writer
9) Logitech MK200 usb keyboard & 3 button usb optical scroll mouse

Now i want to get advised in the following:

1) i want a usb 3.0 motherboard suitable for the remaining aforesaid components - plz suggest
2) is my rig one of the best for the budget?

That config doesnt look good IMO
Being a office PC Im sure you wont be gaming ;)
Also I doubt you will overclock office property.

So go for this:
Core i5 2400 @ 9k
MSI H67MA-E35 @ 4.9k
Corsair Vengeance 4GB @ 2k
SAPPHIRE Radeon HD 5670 512MB DDR5 @4k (Overkill for a office PC)
FSP SAGAII 500W @2.4k
Cooler Master Elite 360 @ 2k
BenQ G2222HDL FULL HD LED @ 8.5k
Seagate 1TB @ 3.8k
Microsoft Wired Desktop 500 @ 0.6k
LG 22x DVD RW @ 1k

total: 38.2k

Not knowing what kind of work will be carried on the PC added a decent GPU. It will aid gpu accerelated programs, and for after office hours gaming ;)
Also you can go for NZXT gamma as cabinet but it doesnt look very officey :p . Its got a very stylish front which may not go down very well with your bosses. The Elite 360 is more conventional looking and offers good cooling and build quality. Else you can choose any cabby of your choice. :)
Hope this helped.

^^ The above config is good but change the Ram to normal Corsair 4 GB 1333 MHz value ram @ 1.25K. The reason is H67 chipset supports maximum of 1333 MHz speed for ram and there is no point of putting higher speed ram modules on it. Here vengeance will be underclocked to 1333 MHz.
For motherboard, I will suggest to go with Intel DH67BL-B3 motherboard @ 5.1K.

Thanks a lot for ur better suggestion... i wont be gaming.. but using the system for graphics demanding swfrs like solidworks, proe, ansys etc
is the GPU u suggested (512mb-ddr5) better than mine (1gb-ddr3) ?

U r right. but the mother board u suggested is also not a 1600MHz ram supporting board.
suggest a board for 1600MHz ram.. will not i get an additional boost for my applications mentioned earlier by using a 1600mhz ram instead of a 1300 one

I didn't suggest you a 1600 MHz mobo, suggested you a more VFM mobo. Check the specs of both the mobo, you'll understand.
Unless you get a K series processor like i5 2500K and P67/Z68 chipset based motherboard, you can't use anything over 1333 MHz Ram. Now the price of a good P67 mobo is over 7K and the i5 2500K, the chepaest K series CPU is priced around 11K.
None of the H67 chipset based mobo support 1600 MHz ram.
