Open regedit and nevigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

In right-side pane u'll see a key named, NoFolderOptions, change its value from 1 to 0 or simply delete the key!!!

What version of OS are you using? In some, you have Folder Options available in Control Panel. In some, if you go to Desktop properties (Right click on Desktop and select properties), in the tab with Active Desktop, there is a button for Folder Options...

Do the same to
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Delete the "NoFolderOptions" from there too.
(Actually I would suggest you to create a "NoFolderOptions" DWORD key and put it to 0 in both places .. that would force this setting)

If nothing works .. try this ..
# Go to C:\Windows\System32 folder
# Rename your "appwiz.cpl" to .. say "appwiz2.cpl"
# Copy your friend's appwiz.cpl into your system32 folder (bring it over in a floppy or something)

Note :
> It's risky .. try at your own risk. Although .. no problem is expected.
> appwiz.cpl contains both add/remove programs and folder options .. hence i'm asking you to replace it with a working file.

Download *www.kellys-korner-xp.com/regs_edits/folderoptions.reg and merge with registry

If that doesnt work, see if these two commands help, from Administrator logon.

Type in Start, Run:

regsvr32 /i browseui.dll
regsvr32 /i shell32.dll

Restart Windows.
