Annoying windows startup loop thingy...Help!

I am using windows XP sp1

Heres the problem:
I shut my computer down normally last night, but this morning, the OS just won't start. It flashes up to a screen with options to enter safe mode and what not. I have tried all of those options, but it only goes as far as the windows XP startup screen...and then just restarts again. I tried chosing "fail safe defaults" from the BIOS control steup, but that doesn't work either. It won't even go into safe mode.

I really want to avoid reformatting my drive...so can anyone please suggest any remedies? And...why the heck is this happening all of a sudden? o_O

Thats the problem...I don't have a bootable CD. Just an installation CD, afaik. Is there no other way? *sigh*...reformatting seems to be my only option. I just wanted to confirm if its an OS problem and not any hardware troubles. I heard that this happens cos of your video card sometimes...but I cant see that happening in my case. Maybe something to do with my HD?

Well, actually, I just reformatted my PC =.= I installed XP twice...so I didn't lose my stuff ^^ I can get backups and then do a complete format~
