Android OS using too much mobile data!!!

I use a postpaid Internet connection strictly for whatsapp. My Internet pack is limited and so I've kept the mobile data meter on. When I pull dow ln quick settings to check my data usage it shows that very little data has been used(4.06mb) but then when I look at the detailed data usage it shows me that Android OS has used a heck lot of data (12.25mb) whereas everything else has used a tiny amount of data. It just doesn't make sense. I'm running cyanogenmod 12.1 on moto e 2015 and I had the same problem on the stock Android rom. I've even tried to restrict background data but it seems to make no difference.

Upload the screenshot to any image sharing site for eg- imgur.com, and embed here. Attachments at the moment are not working perfectly.

Regarding your problem, did you check auto update settings in Play Store ?
