A decent gaming rig?

I' don't really have a good budget for it, so I'd like to approx values. I'm a little newbie-ish when it comes to computer hardware and stuff, so.
The rig, I'm looking for, doesn't need to be a HIGH END Gaming rig, more like, something that runs everything , decently. ie. a good card, not the best.
I'm looking for approx 4 GB Ram, OS, umm, maybe Windows 7? if yes, which edition. 1 Gb graphic card, And a dual/quad no idea, please suggest.
Also, I do currently have an old crt, is it good enough, or is it neseccary to buy an LCD screen? I'm planning to buy all this from Lamington rd, Mumbai.
So yeah, how much budget am I looking at? and other suggestions please.

1. What is the purpose of the computer? (Note: If you are planning to say multimedia, you will have to be more specific as all types of systems are capable of doing that)
A:
Decent gaming, Coding, Movies, Music, Downloading, Possible Rendering and stuff (basic).
2. Are you open to alternate ideas/products giving similar better performance but offering more VFM/ sellers? If not- why?
A: Yes.
3. What is your MAX budget?
A: I'd say close to 30, but the best budget for me would be as less as possible :)

4. Planning to overclock?
A: No. Maybe, yes :S

5. Which OS are you planning to use?
A: Windows 7. any edition.

6. How much hard drive space is needed?
A: 500-1tb. 320 is fine too, I have a 280 GB HDD anyway.

7. What resolution will the screen run at & whats the size of the screen you want? If you already want have one and want to use it, mention its resolution and size.
A: Just need a decent LCD Screen.I do have a 16' CRT (old), i don't think it's really good for gaming. Anything from 16" is fine

8. How would you rate your hardware knowledge from the count of 1-10? (1 being the lowest, 5 being you are somewhat in sync with the current performers and 10 being the highest)
A: 1-3. I can understand theoretically.

9. Have you ever built a desktop before or will this be done by an assembler?
A: Will use external help.

10. When are you planning to buy the system?
A: Within 2 weeks.

11. Are you one of the types looking out for "future proof" configurations?
A: If possible, yes.

12. Are there going to be any components that you don't want to include in this new rig? If yes, do mention.
A: No.

13. Which city do you live in and are you open to buying from shops from other city/states?
A: Mumbai. I don't think I need to go anywhere else. Preferred location was Lamington RD.

14. Mention any other points if deemed necessary
A: as I stated, above teh QnA, do let me know your opinions too, even if it doesn't meet the requirements I stated. I'm looking for efficient stuff, rather than eye-candy.

Total 29.35K. I don't think I can do better than that. It has everything perfectly balanced, a quad core CPU with large cahce and high overclocking potential, a GPU to handle game @ 1600X900 resolution properly in high setting, 500 GBs of space, 4 Gigs of gaming ram and a 20" of display.

What the hell? Don't you understand by yourself? Your friend's config has a X3 445 processor, which is a tri core CPU and does not have the 6 MB L3 cache.

Its worng price, the ram I have suggested you is 1600 MHz and a gaming ram, comes with Aluminium Heatsink. FSP SAGA II 500W is also better than CX400. Also your frind's config does not come with a UPS
