The Samsung Galaxy Tab 4 10.1 3G fits your budget, but camera is only 3MP and other specs are also not very inspiring. The iPAD 4th gen with Wifi only is better generally (even though it is a bit old) but it has no 3g and also you need to see if iOS is okay for you

I dont think there are any other decent options at least in India for your requirements...
