that happens because of cache and junk files Settings > Applications > Google Play Store > Clear Cache you can also download Android Assisstant for 1 step cache afterwards.

Yes by default apps are stored in internal memory...you need to root your phone and then you can even link your SD Card with internal memory. Also one alternative is that you download the additional 1.9GB data from computer and transfer it to SD card

if you think of buying Nexus 4 after its launched in India ..then i beleive it wont priced cheap ..probably be around 30-35k u'll again have to buy from ebay of u want around 20k from playstore
