A similar problem is with my pc. when i turn it on, its leds and fans start, then restart after 3 secs and then the pc starts with a beep. Earlier when i used to turn on my pc, its would start immediately along with that beep.

Using win7 x64. At last i have solved the problem with the help of this thread in a microsoft forum- LINK "Enable 32-bit applications" needs to be enabled in the connection pool for the website, within IIS Manager 7.

i hav this installed already.
