PC wont boot plus indefinite restart cycle

So here's my config :

Motherboard: Intel DG33FB
Processor: Intel E8400

Today., when I tried to switch on my PC the following happened. First, when I just switch on my UPS, the PC starts automatically, with the heat sink fan and the cabinet exhaust fan switching on for 2 secs, and then rebooting, and the cycle continues indefinitely.

Here's what I did,

1. Firstly, I checked my PSU. Its fine. (Connected the Green and Black wire using a wire, with a load; the PSU starts when connected to mains)

2. Disconnected all the components from the motherboard except for CPU. Same problem persists.

3. Took out the battery. Left it out for 10 minutes. Inserted the battery. With just the CPU in, same problem persists.

4. Took out the whole motherboard, and did the same thing on a test bench to rule out any shorting issues. Same problem persists.

The PC isn't going to boot. No matter what I do. Guys, what to do? Please help!

Once I face the same problem, finally found it was the cabinet switch.

I guess, I have already mentioned that I took out the motherboard and did the whole thing on a test bench.

Did you start the motherboard by shorting the start panel header with a metal object / screwdriver ? Anyway, the issue can be also caused by bios chip failure / shorting .. I've seen one motherboard with such issue and the bios chip of the motherboard was on box pack .. anyway, the motherboard was newly purchased so replacement was easy.

As I have already mentioned, as soon as I power on the mains, the PC starts. I mean I have directly connected it to the mains, bypassing the UPS. Either way, after starting momentarily, its goes into an indefinite restart cycle.

when you put the motherboard on test bench how did you disconnect motherboard's start panel header from the cabinet completely ? If if you did the the bios chip has completely failed or there's something wrong with the bios chip / motherboards power circuit. Anyway, try remounting the processor and if possible try with a different PSU as paper clip test won't tell you if it can handle a load of a processor specially during start up which requires some good amount of power for a very short period of time.
