Would suggest you to avoid offerings of these local OEM, they provide no almost no after sales service and no updates whatsoever.
Get nexus 7 2013 if you can.

Acer is not a local OEM... My vote goes to Acer iconia w4 (iball has Z3735D as compared to Acer's Z3740)..
Anyone that has this tablet can confirm about intel quicksync and how long it takes to transcode a video

That resolution for that screen size is bad. And so is the hw for that sw.
Windies 8.1 on that specs. I hope you aren't gonna be using photoshop or something on it.
I would go for nexus 7 due to the resolution and dev support.

my vote is with acer

better brand and better ASS
slightly faster processor ( z3735 runs at 1.5 ghz while z3740 runs at 1.86 ghz in real time ) - the more the cpu power at this level of performance the better it is
1000 mah extra battery capacity
16 gb more internal memory

only if you badly need a sim slot then you would go for iball.. otherwise no point in thinking about it

I have a single core atom processor 5 year old laptop that can run photoshop with some hiccups. And 1200*800 res is not bad by any means. For me, Nexus 7 will provide very very little value in comparison to a full fledged windows tablet.

Notion Ink Cain has 2GB RAM. I am using it now and find it very good especially with 10.1" screen. With keyboard and wireless mouse its like a mini laptop. I find it worth the amount I payed for it.

Yup, I mentioned RAM for 10.1" Cain. Sorry for that.
Windows Tab with 1GB RAM is a no go.

frankly i found the iball better built than the acer
after sales is bad either way,i think you should extend and get a better buy with the Dell Venue Pro 8 or stick to Nexus 7 2013 instead
