Suggestons needed for finalising budgeted rig under 30000 for my relative

Cpu-intel core I-3 4130
Mb-Gigabyte Ga-H81M-S2PV
Ram-Corsair Vengeance/G.skill Ripjawsx - 4gb (1600 mhz)
Hdd-Wd caviar blue 500gb/1tb?
Optical drive-Asus DRW24B3ST
Monitor-Dell ST2020L or Dell E2014H which one is better?
Kb & mouse- mk200
Local cabinet with psu? As we have 24x7 electricity dont require ups &/or separate cabinet+SMPS...
What will the above config. Cost & is it good enough to expect reasonable performance from this assembled rig.??
Pls. Suggest changes if any. ...

Yes it is. A config thats good for one purpose isn;t good for other purposes too. This rig is good for general home and basic office usage but not for gaming or multimedia. The questionnaire is there for a reason and so are you asked to fill it.
