Hard Drive not able to install OS

I have a WD 2 TB Black Edition HDD. Recently, I got some errors in startup and decided to re-install the OS but the HDD won't go above "Setup is Starting" screen to further installation screen. I tried waiting for like an hour but no avail, however when I disconnect that particular BE HDD and test the setup with my previous WD Green Edition HDD setup is working fine and able to go to the installation screen.
I am able to boot from DVD or USB device and then after I press Install button in any case beit Windows 7 or Windows 8, its the same issue. Should I go for an RMA or there are other alternative ??
BIOS is able to detect the HDD.

Both are WD 2 TB. One is Green Edition, One is Black Edition. I want to install in Black Edition, but if BE is connected then setup don't do beyond "Setup is Starting" Screen in both Win 7 and Win 8.

What ?? In SATA there is no master Slave thing IIRC. You can just give priority to the drive and I have set the priority for BE as higher than Green Edition.

Its getting detected but I can't get in the OS because previous OS is broken so how can I check ??

How old is the BE HDD?
Some HDD errors might be preventing windows from installing.
If you have any rescue CD based on Linux or so, boot using the same and delete the windows partition, reformat and then try installing windows again. I assume you don't have your personal data kept on the same windows partition.

whenever facing any hdd issues always post S.M.A.R.T. values data using any hdd monitoring software like crystaldisk info(preferred),hdtune free etc.

^^partition size is counted in binary while disk capacity is advertised in decimal so a 2tb hdd actually has 1.81tb space so no issues regarding UEFI.unless the hard disk is 3tb or larger(no other size between 2tb & 3tb as of now) no such issues.

P.S.btw it is not exactly UEFI but GPT(a part of UEFI) which is needed for creating partition >=2tb in size.GPT partitions can also be created on systems using legacy BIOS.

you don't need to install OS to get S.M.A.R.T. data.just download Hiren Boot CD & launch XP mode which has crystaldisk info.

At the point when it appears to hang at 'Setup is starting' screen, is there any HDD activity? Do you see continuous HDD LED light glowing on front panel?

Is your HDD set as IDE mode in BIOS? If not try setting it as IDE and try again.

OK...here is the thing. I got my new HDD and I installed the OS on that and now I can confirm that the drive which was not working is actually faulty. When I connect that faulty drive then I am not able to get in the OS.
