I want to buy a new PC near Rs. 30,000

I am thinking of buying a new PC, the budget is only Rs.30,000. Normally I shall be using this for normal use but on other hand it should be capable of the latest games (not much necessary), photoshopping (is necessary), and programming (generally web development). In short I want so say that it should be familiar with "GRAPHICS" and yes, I'm addicted to try new things, it might be an operating system or softwares.

Please provide appropriate components in the range..

The purpose of the computer is normal, but I can make it run for long span of time. The max budget is 30,000. I'm not planning to overclock. I'm planning to use Windows 7 Ultimate, but will use different distros of linux. 1TB HDD would be better for next 5 years. Screen resolution doesn't matter more but I am habituated to use 1280x1024. My present computer is assembled. I am planing to buy it in next two months. Yeah! I'm looking for a future proof configuration. Music system doesn't matter, but there should be sufficient sound quality for watching movies. I'm in Patna, Bihar and S.P. Verma road is well known for computer components.

At last I'm in need of better graphics, and sorry for late reply b'coz of my connection. :)

I would recommend get a better keyboard and mouse. Very neglected components, but in the end, the ones you'll be holding all the time.

keyboard and mouse are very hard to select, there are no measurable quality standards like Ghz or number of shaders. Personally, I love my TVS champ slim keyboard and logitech USB mouse. But the mouse could have been better. Next time I'm thinking at least 0.8k for the mouse, Rs. 350 mice are never very good.
If you are going to do a lot of typing for your web development, then you can take a look at TVS Gold keyboards, the mechanical ones, they are very good for long sessions of typing
