After fresh installation every time i have to press f1 then a white and black stripes progressing 2 or 4 minutes completing that log in screen comes help
Is it coming before the Windows starts booting - if yes, then possibly your CMOS battery is dead. Try changing it.
If it is coming after Windows boots then check if you have the proper drivers installed.
